Congressional District Caucuses Saturday, April 19 (see below for times and locations)
On this day, Georgia Democrats assemble by Congressional District to elect delegates to the 2008 Democratic National Convention in Denver (Aug. 25-28, 2008). All participants in the Congressional District Caucus elections must present one of more than 15 accepted forms of identification. If elected as a delegate, you will be expected to pay for your own transportation, hotel, and other costs. The estimated cost of these expenses is approximately $3,500 per delegate. What is Earth Hour? Here are excerpts from the Earth Hour website and a recent article in the AJC:
Earth Hour is from 8-9 p.m. Saturday, March 29th. During that time, participants plan to shut off non-essential lights in homes and businesses. Streetlights and other public safety-designed lighting will remain illuminated.
Begun last year in Sydney, Australia, the event is a symbolic effort to fight global warming. Power consumption in Sydney last year dropped by more than 10 percent during the designated hour.
Atlanta is one of hundreds of cities worldwide expected to participate. The event is organized internationally by the World Wildlife Fund.
Locally, Georgia Power plans to track the effects of the event to determine its impact on power consumption.
Roswell's City Council approved a proclamation this week, encouraging residents and businesses to participate. The local effort is organized by the non-profit organization Keep Roswell Beautiful.
There are many ways to get involved, from spreading the word or holding your own Earth Hour event, to making Earth Hour part of your everyday life at home and at work.
You also get your own Earth Hour page which allows you to see the direct effect that you are having when you invite friends and family to get involved too.

Join Area Dems Saturday to Help Tornado Victims!

Volunteers are needed this Saturday to help metro Atlanta communities cleanup after this past weekend's severe storms and tornadoes. Democrats Work, Young Democrats of Georgia, Young Democrats of Atlanta, and the Mid-Fulton Democrats are asking our fellow Democrats to join the recovery efforts.
Please sign up here and come to the Hands On Atlanta Disaster Reception Center on Saturday morning at 8:00 am. Hands On Atlanta, which is running the volunteer recovery program, will assign teams of volunteers to areas in need of assistance. Democratic volunteers will be working side-by-side with other members of the community.
Lindsey King from Democrats Work will be there to greet volunteers in the morning. (If you aren't able to make it until later in the day, please identify yourself as a Georgia Democrat when you get to Hands on Atlanta so they can keep track of the Democrats that showed up.)

Congressman Johnson to be honored March 26th
The American Constitution Society Georgia Lawyer Chapter, the Trial Lawyers Section of the DeKalb Bar Association and the Georgia Trial Lawyers Association present A Reception, featuring Honoring Congressman Hank Johnson, U.S. House of Representatives. The event will take place on Wednesday, March 26, 2008, from 7:00 p.m. to 9:00 p.m. at the Old Decatur Courthouse, 101 East Court Square, Decatur, Georgia.
Program: A presentation and discussion regarding Congressman Johnson's consumer-protection legislation: Arbitration Fairness Act of 2007, H.R. 3010. There is no cost to attend this event. Hors d'oeuvres, beer and wine will be provided. The American Constitution Society for Law and Policy bills itself as one of the nation's leading progressive legal organizations.
Legislative News
Imposing the death penalty in Georgia would take only 10 of 12 jurors under an amended bill approved by the state House Wednesday. If the bill passes the Senate and is approved by the governor, Georgia would be one of only five states in the nation with the death penalty that does not require a unanimous jury verdict for a death sentence.

House Bill 670, which encourages the development of renewable energy from biomass by providing income-tax credits for individuals who transport or divert wood residuals to a qualified renewable-biomass facility.
House Bill 948, establishing July 21, 2008, through August 3, 2008, as sales-tax holiday weekend for the purchase of back-to-school items and October 2, 2008 through October 5, 2008, as the tax-free weekend to buy energy-efficient products.
Certain comprehensive state-wide water management plan ( HR 1022 ) - was adopted in the House by a vote of 131-37 and in the Senate by a vote of 42-10. The resolution calls for the ratification of a certain comprehensive state-wide water management plan.
House Bill 1035, extending the exemption from motor-fuel taxes for public transit and public campus transportation systems from June 30, 2008, to June 30, 2010.
House Bill 1158, which provides for a $10 fee on all vehicles registered in Georgia to fund the Georgia Trauma Trust Fund to provide a statewide trauma care network, including Grady Hospital.
House Bill 1184, authorizing the Board of Regents to establish pilot programs for collegiate sports for persons with disabilities and to provide scholarships.
House Bill 1189, which requires the Georgia Department of Transportation (GDOT) to report to the legislature on the progress of the Statewide Strategic Transportation Plan and to include costs, funding sources, and timelines for current and future GDOT projects.
House Bill 1226, expediting construction of water reservoirs, setting up a revolving fund for building and increasing the size of existing reservoirs, and creating the Georgia Water Supply Act Legislative Oversight Committee.
House Bill 1244, which extends through 2011 an income tax credit for expenses incurred by employers who allow their employees to telecommute.
House Bill 1249, which provides an income tax credit for solar energy companies that establish or expand a Georgia headquarters. Georgia Bona Fide Large Forest Conservation Act of 2008 (HR 1276 and HB 1211) — were both unanimously adopted in the House. HR 1276 is a constitutional amendment and the enabling legislation for HB 1211. The companion legislation would give forest owners property tax breaks up to 50 percent if they don't develop their land. Currently, the state of Georgia taxes forest land based on best use meaning the property taxes on timber land near growing areas has tripled in some cases. The proposal taxes based on actual use and land owners must have at least 200 acres and sign a 15 year covenant not to develop the property. Water resources; local government restrictions; more restrictive than state; prohibit (HB 1281) — was adopted in the House by a vote of 124-38. The bill would require local government to obtain permission from the state's top environmental regulator to enforce outdoor watering restrictions which are stronger than existing state law. The bill would also prohibit any restrictions on swimming pools, unless there would not be enough water for people, farms, or industries. Georgia Health Marketplace Act (SB 404) — was adopted in the Senate by the vote of 42-12. The bill would create a "Georgia Health Marketplace" and authorize use of General Treasury dollars for a web-based sale of certain traditional health insurance products as well as non-insurance products.
